Data, Analytics and Artificial Intelligence

The mission of the ETSS Data, Analytics and Artificial Intelligence Team is to empower data-driven decision making across state agencies by providing standardized tools, expertise, and governance to unlock the full potential of data, analytics, and artificial intelligence, driving value and innovation through centralized leadership, best practices, and continuous improvement initiatives.

Vision

The Division of Enterprise Technology Strategy and Services (ETSS) is working to establish a Data, Analytics & Artificial Intelligence Center of Excellence (DAAI CoE) that will shape the effective sharing and utilization of state data for evidence-based informed policy making, and data readiness & security for the ethical and un-biased use of AI. The DAAI CoE will be led by the Chief Data and Analytics Officer and be a component of the ETSS Digital Transformation Community of Practice and inform the adoption of data and AI technologies within the State’s information technology portfolio to modernize enterprise and agency business operations. The DAAI CoE will also guide:

  • The strategic development and management of the Integrated Data System that will connect data from the RILDS, the Ecosystem and non-participating state agencies together in a federated system. 
  • The organization, classification, labeling and curation of data used by applications, systems, and staff within state government.  
  • The enhancement of data analytics capacity to provide data-driven insights, improve outcomes, increase efficiencies in programs, and inform state level policy formulation.  
  • Fostering an organizational culture of secure and purpose-based data sharing between state agencies to enhance policy decisions by providing timely and accurate data.  
  • Establishing guidance and best practices on the use of analytic technologies within state government. 
  • Establishing policies and procedures for utilizing modern data management practices.  
  • Preparing state data for the ethical and un-biased use of artificial intelligence opportunities.  
  • Providing guidance, advice and best practices to state agencies on the effective use and implementation of artificial intelligence for various applications and use cases. 
  • Training state staff with data literacy skills and using artificial intelligence.
